Low-Income Home Energy Assistance (LIHEAP) funding is awarded based on submission of an annual state plan. This funding provides assistance to eligible low-income households particularly those with the lowest incomes, that pay the highest proportion of their income for home energy, primarily in meeting their immediate home energy needs. This funding targets struggling families with young children, disabled family members and vulnerable adults who may otherwise keep their home at an unsafe temperature to try to keep costs lower or let bills go unpaid to funnel income to other necessities like rent, food or medication. This is a potential health risk for many. Loss of utility service means additional costs to the household to regain service.
