Under Idaho Statute 56-1027 5, the Council needs to hold a meeting for "the governor shall appoint a chair who shall serve a term of two (2) years. The council may elect other officers as it may deem necessary and appropriate. The council shall meet at least semiannually and at the call of the chair."
