Under Idaho Statute 56-1029, the Council needs to hold a meeting to "designate a hospital as a trauma, stroke, or heart attack center when such hospital, upon proper application and verification, has been found by the council to meet the applicable level of trauma, stroke or heart attack center criteria as established by the council."

Under Idaho Statute 56-1030 4c, regional committee duties are to "Advise the council concerning the statewide system;"
