DESCRIPTIVE SUMMARY: This hearing will be held in the West Conference Room of the JRW Building, 700 W State Street, Boise, ID. The following is a nontechnical explanation of the substance and purpose of the proposed rulemaking: This rulemaking removes, as agreed to with the legislature, all references and processes related to the invitation to negotiate. The Department is, pursuant to the Governor’s zero-based regulation initiative, also utilizing this rulemaking to perform another comprehensive review of the purchasing rules to make several updates to the rule chapter, simplify and streamline the rules, and ensure alignment between the rule chapter and the governing statutes.
